Planning
ATCS, PLC (ATCS) offers expertise in local and regional transportation planning and traffic engineering. ATCS staff has experience leading projects ranging from large-scale regional NEPA project planning studies to community-based hot spot improvements. ATCS prides itself on taking a comprehensive approach to transportation challenges, assessing vehicular, pedestrian, bicycle, transit, truck, and emergency vehicle needs.
Our transportation planning capabilities include multi-modal corridor planning, comprehensive planning, small area traffic assessments, pedestrian and bicycle circulation/safety studies, transit studies, growth management, and neighborhood traffic calming.
ATCS’s traffic engineering capabilities include roadway and intersection analysis, traffic impact studies, operations planning and engineering, travel demand forecasting, micro-simulations, and traffic data collection.
Complementing these areas of technical expertise, ATCS adds program management, spatial analysis (GIS), and urban planning knowledge to produce a best practices environment. With regard to management, ATCS is working with government agencies in the District of Columbia and
Maryland to improve program and project management within the organizations, evaluating not only the technical approach but also the method to execute such tasks.

Virginia to integrate transportation planning and engineering with geographic information systems (GIS) technologies to improve inventory and analysis capabilities.
Finally, ATCS ensures that its transportation planning efforts are executed with an understanding of the land use and urban design implications. ATCS is working with jurisdictions in the
Washington metropolitan area on land use and transportation comprehensive planning and growth management challenges.
Design
ATCS provides a wide range of transportation design services. From local roads to major Interstates, our team provides innovative, cost effective and timely design services and solutions. We know that any facility, whether it is widening an existing rural roadway or a complex, multi-level urban interchange, requires a complete understanding of the environment and hands on knowledge of the appropriate design standards and construction specifications. We also understand that knowing the standards and specifications is not enough to make a project a success. Our years of hands-on experience dealing with a diversity of projects and issues has developed a keen set of engineering judgment skills. These skills are put to use to provide superior designs and overall engineering services.
