Emergency Preparedness

ATCS, PLC has a long history of working with FEMA on their Public Assistance, Individual Assistance and Long Term Recovery Planning programs. By working on these programs, ATCS has acquired an in-depth knowledge of FEMA processes and policies. ATCS’ specific expertise in these FEMA programs allows us to prepare communities and local governments for the integration of Federal assistance into their disaster planning.

Disaster Recovery

Following a disaster, the recovery process can be labor intensive and lengthy. Often, governments need to bring on additional staff to handle the increased paperwork requirements, increased project management requirements and increased construction inspection requirements. ATCS’ understanding of the recovery process and FEMA policies make us exceptionally capable of providing recovery services. The following are some of the services:

Review of the Municipalities Systems – This entails compiling a list of structures the client and advising them on their possible eligibility for the FEMA Public Assistance program.

Prepare project worksheets for small projects – Applicants are allowed to write their own project worksheets for small projects. By writing your own project worksheets for small projects the applicant can expedite the reimbursement process.

Assist with Large Project Worksheets – Work with the FEMA project officers to accumulate the necessary invoices, force account labor documentation, contracts and other documentation to justify expenditures.

Construction Management – Following a disaster there is normally a large backlog of construction required to restore the facilities back to their original condition. It is in the community’s best interest to have a management firm that inspects the work, reviews proposals, and acts as the owner’s representative. ATCS provides this capability.

Update Emergency Operation Plans – Immediately following a disaster is a good time to review the Emergency Operations Plans. ATCS assists with conducting an After Action Review of how well the plan worked and changes to the plan needed to account for its shortcomings.
