William A. Caruthers, Jr. founded ATCS, P.L.C. in 1994, with six (6) employees. He used more than four (4) decades of proven leadership experience to build the firm, which is currently ranked by the Washington Business Journal, as the tenth (10th) largest in the Washington, D.C. metropolitan region based on annual billings. Mr. Caruthers strategically leads and manages the expansion of the firms engineering, planning, and surveying services. His experience in the industry encompasses a broad range, including transportation engineering, disaster response and recovery, water resources and municipal projects for public clients, as well as site engineering for clients within the private sector.
Mr. Caruthers is a registered professional engineer in 17 states, including Virginia and Maryland, and holds a bachelors degree from the Virginia Polytechnic Institute and State University. He was appointed by the Federal Emergency Management Agency (FEMA) to review the nationwide Floodplain Mapping Program with the Academy of Science has previously held the position of Chairman of the Water Resource Committee with the American Society of Civil Engineers (ASCE) has been a member of the Virginia Tech College of Engineering Advisory Board and is an active participant with a number of other professional associations and organizations.
Bruce D. Boltz, P.E.Vice President, TransportationBruce D. Boltz received his bachelor's degree in civil engineering from the Virginia Polytechnic Institute and State University. Mr. Boltz's 37 years of experience encompasses services provided for federal, state, and local governments, and many years of land use design and construction experience resulting from services provided in the private sector. Mr. Boltz is an experienced project and program manager, having held these positions on a federal level, while providing national disaster response and recovery services to FEMA, under its Public Assistance Program.
He has led both design and construction teams for large infrastructure projects, and has managed large Construction/Engineering and Inspection (CE&I) teams throughout the mid-atlantic region. Mr. Boltz has been involved in the evaluation of projects for design, cost, build-ability and compliance with both state and federal regulations. He has worked with many owners to identify the financial viability of their projects, and assisted in the development of infrastructure programs that meet the owners/users needs both economically and environmentally.
Michael Rosenfeld joined the firm in 2008 and has over 15 years of transportation design, construction management and inspection as well as project controls experience. Mr. Rosenfeld received his Bachelor of Science in Civil Engineering from the University of Buffalo in 1994, and a Master of Science in Civil Engineering from the Manhattan College in 1997. Having served as Project Manager on notable roadway and bridge interchange and transit projects throughout the Northeast and Mid-Atlantic regions, Mr. Rosenfeld is experienced in all facets of project management, design development, and project delivery.
Mr. Rosenfeld has spent 10 years of his career with private transportation consulting firms, as well as five (5) years with the Virginia Department of Transportation (VDOT). While with VDOT, Mr. Rosenfeld was responsible for managing the Northern Virginia District Construction Program with annual construction projects in excess of $300 million, including over 180 in-house staff members. Today, Mr. Rosenfeld dedicates his time to managing construction inspection contracts in the Mid-Atlantic region for a variety of public highway/bridge and transit clients.
Young Ho Chang has over 22 years of experience in managing large transportation programs, private-public partnership projects, and innovating financing. Mr. Chang's experience includes highway design, planning, construction, and operations and maintenance. He was previously responsible for managing a public transit operation that was recognized as one of the most improved transit systems in the country, by the American Public Transportation Association. Mr. Chang was with the Virginia Department of Transportation serving in various capacities, and was the Director of Fairfax County Department of Transportation before joining ATCS.
Mr. Chang has served on numerous advisory panels including the Capital Beltway HOT Lanes PPTA Advisory Panel, Virginia Senate Finance Transportation Technical Advisory Group, Virginia Association of Counties Transportation Steering Committee, Northern Virginia HOV Task Force and the PTI Transportation Steering Committee. Governor Kaine appointed Mr. Chang to serve as Vice Chairman of the Virginia Transportation Accountability Commission and as an expert panel member for the ASCE Dulles Corridor Metrorail Tunnel Review Study Panel. Mr. Chang received his BSCE from the Virginia Technical Institute, and his MSCE from the University of Virginia.
Kevin Porter, a registered Professional Engineer with over 28 years of experience, received his Bachelor's Degree in Civil Engineering from the United States Military Academy, West Point, and his Master's Degree in Structural Engineering from the University of Maryland. He is a retired Lieutenant Colonel from the United States Army. Mr. Porter's experience includes Project Management with the United States Army Corps of Engineers Command at the Company and Battalion level of the United States Army, and disaster recovery management, working with the Federal Emergency Management Agency (FEMA).
Mr. Porter has extensive experience as a leader and problem solver. His experience working with the Department of Defense has made him extremely adaptable. This skill has made him extremely effective in providing disaster recovery expertise to FEMA. He has significant experience working with local governments and organizations on disaster recovery efforts, and has an excellent grasp of FEMA's policies and regulations. Mr. Porter is an instructor for the FEMA Public Assistance program, has worked on the FEMA individual Assistance program, and he has published articles in various magazines concerning disaster recovery. Mr. Porter is currently managing the development of the Catastrophic Disaster OPLAN for the Territory of Guam.
Joseph Coppedge, L.S. is registered Land Surveyor in the Commonwealth of Virginia and a registered Property Line Surveyor in the state of Maryland. Mr. Coppedge was one of the first employees of ATCS, P.L.C. and is one of the owners of the firm with over 35 years of experience in the residential and commercial land development arena.
Mr. Coppedge has also served as Project Manager for several municipal clients including multiple district survey contracts for the Virginia Department of Transportation. Mr. Coppedge has also served as an expert witness in several land use, boundary and right of way cases. He is currently recognized as an expert witness in land use, boundaries and rights of ways by the Circuit Courts of Albemarle County, Culpeper County, Loudoun County, Louisa County, Fluvanna County and Goochland County.
John A. DePasquale has 24 years of experience in transportation project and program delivery. Mr. DePasquale received his master's degree from George Mason University, and his undergraduate degree in civil engineering from the Virginia Technical Institute. He brings significant public sector experience from his 15-year tenure with the Virginia Department of Transportation (VDOT); 10 years of which, he served as the Northern Virginia District Construction Engineer.
Mr. DePasquale managed a VDOT program which included the Route 28 PPTA and Springfield Interchange, which included the nationally recognized and award-winning Springfield Interchange Information Center. He is presently the Consultant Program Manager for VDOT's Virginia Megaprojects Program. This $6 billion operation includes the I-495 HOT lanes, I-95 4th lane widening, Dulles Rail, Fairfax County Parkway, and contract development activities for the proposed I-395 HOT lanes operation. Program delivery mechanisms include traditional design-bid-build, design/build, and permits. A comprehensive Civil Rights Program, a robust Transportation Management Plan, and a dynamic Public Outreach Program have been integral to the program's overall success.
Mr. Pedro L. Capestany, II has more than 18 years of experience in civil engineering, program management, construction management, and public administration, including six (6) years working for VDOT as an Assistant Resident Engineer and Resident Maintenance Engineer in the Fairfax Residency and Northern Virginia District Office. Mr. Capestany provides specific expertise in program management, construction management, resident engineering, construction engineering and inspection, design constructability reviews, construction claim and delay analysis, dispute resolution, CPM scheduling, cost estimating and construction surveying.
Mr. Capestany has managed project specific and open-ended/task order contracts, with a total project value over $1 billion, spanning multiple market sectors, including highway maintenance and construction, transit construction, building construction and renovation, federal and military construction, and K-12 school construction and renovation. He has worked directly with several state DOT's, including the Virginia DOT, Maryland SHA, Ohio DOT, Tennessee DOT, and Washington DC DOT. In addition, he has worked with state and federal Departments of General Services, the U.S. Army Corps of Engineers, and the Washington Metropolitan Area Transit Authority and Maryland Transit Authority. Mr. Capestany has a BSCE from the Virginia Technical Institute, and is a registered Professional Engineer in Virginia and Maryland. He is an active member of the Construction Management Association of America, CMAA, and currently serves as a member of the National Board of Director's for CMAA.
Jonathan Hoyes has 20 years of professional management consulting experience in the areas of infrastructure condition assessment and analysis, hazard identification, mitigation planning, disaster response and recovery, and emergency management. In both his domestic and international work, he has developed considerable experience in sustainable economic and community development, institutional capacity building, investment risk assessment, and policy formulation. He is also an experienced trainer, presenter, and author/co-author of numerous papers and reports.
Mr. Hoyes holds an MBA from American University in Financial Management and International Business, and a Bachelor's Degree in Civil Engineering from the University of Wales. This combination of engineering and finance allows Mr. Hoyes to leverage a unique blend of engineering, finance, and broad market experience to the benefit of his clients. Mr. Hoyes specializes in managing high profile projects, requiring professional judgment, expertise, and excellent communication skills.
James W. Whitehead, L.S. joined the firm 1994. Mr. Whitehead has over 30 years of experience in engineering and land surveying, including design, design supervision, and project management for a variety of roadway and utility engineering projects. Mr. Whitehead has extensive experience in urban roadway design, storm water management, storm drainage design, erosion and sediment control, water quality design, roadway planning, and site planning. Mr. Whitehead has performed in a wide variety of mapping and land surveying projects with regard to design and location surveys for major highway projects. He has supervised and managed the construction phase services for several significant Virginia State highway projects.
Larry Caruthers is a graduate of the Virginia Polytechnic Institute and State University, holding a bachelor´s degree in civil engineering. Mr. Caruthers is a registered professional engineer in multiple states, and has more than 35 years of civil engineering experience. His areas of proficiency include design, planning, program management, project management and cost analyses for a variety of land development and public sector projects. He has a solid background in water transmission and distribution systems, sanitary sewer system design, including wastewater pump stations, erosion and sediment control measures, storm water management design, hydrologic and hydraulic floodplain modeling, storm drainage and roadway design.
Mr. Caruthers is a hands-on manager with a thorough working knowledge of CADD systems. He has been engaged in a wide range of residential and commercial projects from 50-units to more than 2,000-unit developments, and commercial projects vary in size from a few acres to several hundred. Over the span of his career, Mr. Caruthers has been engaged in a variety of opportunities developing innovative and creative solutions to complex issues, thereby providing clients with successful projects. In addition, he has provided clients with expert testimony, assisted in public hearings, and directed citizen involvement groups related to engineering matters.
Gerald (Jerry) Dougherty is a registered professional engineer with 34 years of experience. Mr. Dougherty received his bachelor´s degree in civil engineering from the University of Maryland, and his MBA from the University of Baltimore. Mr. Dougherty´s experience includes transportation design and construction management services for federal, state, and local government agencies.
Mr. Dougherty is an experienced project manager for multi-million-dollar multidisciplinary civil projects including highway, water resources and civil infrastructure, performing and directing project development activities including analysis, design, contract document preparation, permit acquisition and construction support services. Mr. Dougherty is a registered Professional Engineer in Maryland and Virginia, is an active member of the ASCE and ASHE, and has served as ASHE Chesapeake Section President and the 2006 National Conference Sponsorship Chairperson.
Dr. Saffarinia joined the firm in 2001, and has over 20 years of experience in water resources and environmental science. He received his Ph.D. and Master´s Degrees from The Catholic University of America in Washington D.C. Dr. Saffarinia has managed and provided professional services for a large number of scientific and engineering projects. He has served as technical consultant to the FHWA, FEMA and other local governments, on the application of one (1) and two (2) dimensional models for complex hydrodynamic situations in estuaries and tidally effected rivers.
Dr. Saffarinias’ areas of expertise include: water supply distribution, water quality and environmental studies, flood and risk assessment analysis and computational modeling. He has published several papers and reports on the application of numerical modeling for rivers and water bodies. Dr. Saffarinia has taught courses in fluid and soil mechanics and H&H computer models.
Mr. Keohane has 15 years of experience in all aspects of civil engineering land development. He has managed and designed a wide array of projects from residential subdivisions to retail/office complex projects, as well as state and county roadway design, and has provided coordination and management of numerous multi-faceted projects such as the design of various commercial, residential, and industrial developments. Mr. Keohane has extensive knowledge and experience in the areas of site feasibility analysis, zoning and subdivision/land development ordinance review/interpretation, landscaping design, state and county roadway design, grading and storm water management systems and designs. Other specific areas of expertise include: lighting photometric studies/design, soil erosion control measures and facilities, water/sewer and related utility design, environmental compliance/evaluations, Flood Management Calculations, FEMA LOMR/LOMA submittals, environmental assessment report, and municipal engineering and related services. His inherent knowledge of the project permitting approval process enhances his ability to provide clients with the most timely and accurate engineering service possible. Mr. Keohane 's expertise has included several large scale high profile projects which required intense coordination with state highway officials, regional planning officials, federal environmental officials, and county executives, as well as site specific coordination of multiple sub-consultants and contractors. Mr. Keohane is a licensed Professional Engineer in Maryland, Florida, and New Hampshire.James (Jim) Luff, L.S joined the firm in 2005 and has over forty years of experience in the land development field. He received his bachelor of Business Management degree from Washington College and his Masters in Business Administration from Wilmington College. Mr. Luff is a licensed surveyor in Maryland, Delaware, and Virginia. He has been involved in numerous land development projects, including subdivisions, parking facilities, site grading, water, sanitary sewer, soil and erosion control, and landscape plans. Mr. Luff has been responsible for the development of industrial and business parks, residential development projects and marina projects.
His responsibilities include boundary determination, topography, lot design and coordination with developers and review agencies on both the Eastern and Western Shores of Maryland. His work also includes feasibility studies coordination, re-zoning cases and Board of Zoning Appeals projects. The last thirty years have also involved supervisory experience as a project manager, department manager, office manager, branch manager, and business owner.
Ann Weihsmann has 20 years of experience in Human Resource Management, which includes recruitment, staffing, employee relations, benefits administration and compensation. Ms. Weihsmann has worked in both public and private sector environments, including professional and multi-state manufacturing and R&D environments. She obtained her bachelor´s degree from Mary Washington College, and also later received her master´s degree in Human Resource Management. Ms. Weihsmann is an active member of SHRM.
Mr. Hui is a recognized program expert in FEMA Individual Assistance programs and the functioning of the Human Services branch. He brings to bear over 20 years of experience, with 15 years of management experience in human services, planning, development and government relations management. In 2003, Mr. Hui received the Director´s Award in recognition of his outstanding performance on the World Trade Center recovery effort. In the last eight (8) years, Mr. Hui has managed key parts of the direct housing, and other Individual Assistance (IA) program deliveries, for some of the most challenging disasters in U.S. history, which include the 2004 Hurricane Season in Florida, and the 2005 Hurricane Season that struck the Gulf Coast.
His innovation was recognized when he was appointed as the Operations Lead of the Joint Housing Solutions Center for the Gulf Coast. Since 2007, Mr. Hui has led the Joint Housing Solutions Group at FEMA HQ to develop improved disaster housing options and innovative tools for evaluating alternative housing units and projecting disaster housing needs.
Oliver Schueftan has over 30 years of experience in finance, management, contract negotiations, cost estimating and analysis, and engineering and planning. Mr. Schueftan has obtained graduate degrees in engineering, accounting and finance, and law, and has acquired tremendous practical experience serving a wide variety of federal, state, and private sector clients.
Mr. Schueftan is an accomplished professional with an M.B.A. in Accounting from the University of Maryland, an M.S. in Engineering from the University of Pennsylvania, and a J.D. from the Columbus School of Law at Catholic University. He is a licensed C.P.A. in Maryland and Virginia, and is an active member of the MD/DC/VA bar associations. Mr. Schueftan is responsible for the legal and business review of all negotiations on behalf of ATCS, P.L.C. and ATCS Services, L.L.C., inclusive of teaming and joint venture agreements, non-standard contracts and subcontract agreements, and federal, state, and local government solicitations. Mr. Schueftan is responsible for risk management, litigation matters, and ensuring the compliance with FAR clauses related to federal contracts. Additionally, Mr. Schueftan serves as the EEO Officer for the firm.
Ms. Lenox has over 25 years experience in directing and performing all aspects of surveying, including control surveys, boundary determinations, route and airport surveys, topographic surveys and development of DTM surfaces, ALTA/ACSM surveys, bathymetric surveys, GIS data attribute collection, and construction stakeout. Ms. Lenox monitors the production of all survey plats and the department´s coordination efforts with our engineering, transportation, and federal infrastructure divisions.
Her experience includes coordinating and training survey staff, investigation of new technologies and their implementation, and the development of methods and procedures to assure the quality and accuracy of all survey projects. Ms. Lenox is also responsible for the coordination, supervision, and project management for all Dulles Survey projects, and has been instrumental in adapting and implementing new technologies and procedures for their use in the survey department.
Matthew Martin, P.E. is a Senior Design Manager with 26 years of progressive experience in project management and highway, drainage and utility planning, design, and construction for Federal, State and local agencies. Mr. Martin’s experience includes managing and performing conceptual studies, final design, specifications writing, right–of-way plat preparation, project delivery and construction phase services. Mr. Martin’s special skills include roadway geometry, drainage design, erosion and sediment control, maintenance of traffic, hydrologic and hydraulic analysis, stormwater management, water, sewer, electrical and telecommunication duct bank utility relocations, plans and specification development, and construction services.
Warren Hughes, P.E. has 30 years of experience in all aspects of transportation planning, design, operations and safety. He has extensive experience in highway and intersection improvement projects, multi-modal corridor studies, highway/interchange/intersection design projects, long range transportation planning studies, subarea planning studies, highway safety research, traffic signal operations, traffic signal/sign/marking design projects, traffic operational analysis studies, pedestrian/bicycle studies, transit studies, and traffic simulation analysis. In fact, he has spearheaded the application of microscopic traffic simulation tools to assess highway geometric designs and traffic operational strategies since the late 1980’s. He is thoroughly familiar with a broad spectrum of topics covered under transportation planning, traffic engineering, traffic operations, and traffic analysis to support geometric design projects. His work in traffic operations and safety has gained him national and international recognition.
Jeffrey Lohr brings 34 years of experience in the design and construction of commercial, municipal, and federal projects. His background includes civil engineering infrastructure design, project management, civil and environmental engineering, and construction management and inspection. Mr. Lohr will be responsible for the strategic alignment of federal program needs with ATCS’ services. He will focus his efforts on contracting and acquisition, engineering, construction, and facilities planning.
Mr. Lohr has performed project management, including interpreting specifications, change orders, contract drawings, shop drawings and alternate design requests; acted as liaison with owners, government agencies, consulting engineers and architects; provided evaluation of subcontractors’ performance; as well as revenue and cost tracking for budget control. His numerous projects include planning, earthwork, heavy civil construction, environmental controls, utilities, roadways, storm drainage systems, Best Management Practices (BMPs) and Low Impact Design (LID), bid and construction services. Mr. Lohr is the former Deputy Director of Inspection Services, and former Chief of Public Utility Inspections for Fairfax County, Virginia.
Mr. Lohr holds a B.S. in Civil Engineering and a B.A. in Political Science; both obtained at West Virginia University. He is a member of The American Society of Civil Engineers; The Society of American Military Engineers; The Design Build Institute of America; and The Engineers and Surveyors Institute. Mr. Lohr is a licensed Professional Engineer in VA, WV, DC, MD, FL, PA, NC, SC, and GA; holds NCPCCI certifications, and is certified as a Designated Plans Examiner.
